The Alcobaça Hospital is part of the community's life. It is a place where essential healthcare is provided daily, where those who need it most are cared for, and where many families find support during particularly difficult times.

Recently, the passage of Storm Kristin has changed this reality.

The damage caused to the hospital unit necessitated the rapid reorganization of services and the implementation of temporary solutions to ensure continuity of care. Despite the efforts of the healthcare teams, these conditions have led to constraints in the functioning and quality of the care environment, with deaths occurring in temporary settings. This reinforces the need to guarantee adequate structural conditions for dignified end-of-life care.

There are services that continue to operate with constraints, in spaces that were not designed to meet current needs. This situation affects not only the quality of care provided, but also the experience of those who turn to the hospital at a time of vulnerability.

The rehabilitation of these infrastructures has therefore become urgent!

This campaign arises as a response to this need, with the goal of mobilizing the entire community—citizens, businesses, and institutions—to support the rehabilitation of the hospital. It is a collective effort to restore to this space the conditions of safety, functionality, and dignity that should characterize any healthcare facility.

Every contribution has a real impact. It allows progress in reconstruction, improves working conditions for professionals and, above all, ensures that each patient is cared for in a suitable, safe and humane environment.

More than just restoring a building, this is an opportunity to strengthen an essential service and to show that, in difficult times, the community can come together and make a difference.

About the author

The Local Health Unit of the Leiria Region (ULSRL) is a public entity integrated into the National Health Service, responsible for providing healthcare to the population of the Leiria region. Its mission is based on guaranteeing accessible, quality, and coordinated care, promoting an integrated response between primary, hospital, and continuing healthcare, focusing on the well-being of the population.

Within its scope of activity, ULSRL ensures the management and operation of several health units, including the Bernardino Lopes de Oliveira Hospital (HABLO), in Alcobaça.

HABLO is a community hospital that plays a fundamental role in supporting the population of the municipalities in the western part of the district. With a long history of service to the community, this unit provides a diverse range of services, including outpatient consultations, inpatient care, palliative care, basic emergency care, and complementary diagnostic services. It stands out for its proximity to patients and the provision of humanized care, particularly relevant in situations of greater clinical vulnerability.

Budget and due dates

The total estimated cost for the intervention is €765,000 , encompassing all the components necessary for the recovery of the affected areas and the restoration of adequate operating conditions for the Alcobaça Hospital.

The investment is divided into the following main components:

Construction site and preparatory work – €55,000

These include the installation of a construction site, safety measures, organization of the workspace, and all actions necessary to prepare for the intervention, ensuring adequate conditions for the development of the work.

Execution of the intervention (architecture) – €620,000

This corresponds to the main component of the investment, encompassing the rehabilitation and reconstruction work in the affected areas, namely:

• Roof repairs and elimination of leaks;
• Rehabilitation of affected interior spaces;
• Replacement and restoration of deteriorated building elements;
• Restoration of the functionality and safety conditions of the services.

Exterior landscaping – €55,000

This includes the requalification of the affected exterior areas, ensuring adequate conditions of access, safety, and integration with the building.

Structural stability – €35,000

This includes interventions necessary to ensure the structural safety of the building, guaranteeing its integrity and durability after the damage caused.

The expenditure for each item is distributed proportionally and evenly across the months corresponding to its execution period, with the schedule presented below.

The project execution is structured in a phased sequence, beginning in July 2026 and scheduled for completion in March 2027, integrating administrative and construction phases.

In the initial phase, a public procurement procedure will be developed, lasting approximately 2 months, including tendering, proposal analysis, awarding, and contract formalization. This step is essential to ensure the selection of the executing entity and compliance with legal requirements.

Once this phase is completed, the construction work begins, with an approximate total duration of 6 months. During the construction phase, the different tasks are developed as follows:

Shipyard and preparatory work – Months 1 to 6

This component runs continuously throughout the entire execution period (6 months), with a constant monthly investment. This approach ensures the continuous operation of the construction site, safety conditions, and the logistical support necessary for the development of the project.

Execution of the intervention (architecture) - Months 1 to 6

Also distributed evenly over the 6 months, this plan reflects the continuous nature of the rehabilitation work, which progresses gradually from the initial stages to the completion of the intervention.

Exterior landscaping - Months 4 to 6

The work associated with this component is planned only for the final phase of the intervention (after month 4), following the completion of the main construction activities. This schedule avoids interference with the work and ensures the correct completion of the exterior spaces.

Structural stability - Month 1 to 2

This section focuses primarily on the initial phase of the project (the first 2 months), a period in which the most critical structural interventions are carried out. This prioritization ensures the building's safety and creates the necessary conditions for the remaining work to proceed.
