Reconstruction of structures damaged by the storm at the Fénix UAPT reception and rehabilitation center, a center of excellence for psychological rehabilitation, physiotherapy, and the sheltering of vulnerable individuals.
Homeless, without treatment: help us save the Fénix Rehabilitation Center.
A storm destroyed part of our center in Ourém. Today, dozens of vulnerable people — including victims of war — may be left without essential care.
According to the technical report prepared by the Director of Construction Supervision, following a site visit on January 31, 2026
Storm damage report. The following were recorded:
-
Destruction of the roof of the oldest main building, causing direct water infiltration into the bedrooms and hallways.
-
Removal of approximately 900 roof tiles from the expanded building.
-
Partial collapse of the sandwich panel roof in the physiotherapy building.
-
The gym's roof was completely destroyed, leaving all the equipment exposed to the rain.
-
Flooding of several interior areas, including treatment rooms and laundry.
-
Fall or serious damage to dozens of air conditioning units.
-
Topplement of telecommunications poles and imminent risk to medium-voltage poles.
-

About the author
HelpUA.pt – Ukrainian Refugees UAPT is a public utility association based in Lisbon, dedicated to providing humanitarian, psychological, social, and institutional support to vulnerable people, with a special focus on Ukrainian refugees and their families in Portugal. In addition to its direct response to the war in Ukraine, the association develops structured responses in the areas of continuing care, physical rehabilitation, and support for people in situations of social and clinical fragility in Portugal, through the Fénix Rehabilitation Center.
HelpUA.pt's mission is based on three fundamental pillars.
- Humanitarian Support and Refugee Integration
The association promotes the reception and social support of Ukrainian refugees in Portugal, guaranteeing access to specialized psychological support, cultural and educational integration, institutional and legal support, as well as structured emotional rehabilitation programs.
- Continuing Care and Rehabilitation
At the Fénix Rehabilitation Center, services are provided in the areas of physical rehabilitation and physiotherapy, support for people with functional dependence, integrated continuing care, and monitoring of users in situations of social and clinical vulnerability. The center functions as a welcoming and treatment facility, ensuring dignity, safety, and specialized technical support.
- Structured Psychological Recovery Programs
Within the scope of the “Choven – Families of War” Project, implemented with institutional support from the Calouste Gulbenkian Foundation, an integrated trauma-informed intervention model was developed, combining individual and group therapy, validated psychodiagnostic assessment, European cultural integration, educational and sports components, and civic and institutional recognition. The results demonstrated a significant reduction in anxiety and depression, improved emotional self-regulation, and a reconstruction of the participants' sense of purpose in life.
HelpUA.pt has been consolidating a European model of integrated humanitarian intervention, combining clinical excellence, Portuguese institutional cooperation, diplomatic support, structured social assistance, and community integration. The work carried out has been formally recognized by Ukrainian and Portuguese institutional entities, highlighting the profound human impact of the intervention.
The association is committed to an ongoing effort to protect vulnerable people in Portugal, the physical and emotional recovery of war victims, the dignified integration of refugees, and the development of sustainable responses in the area of long-term care. More than a humanitarian organization, HelpUA.pt positions itself as a structure for rebuilding lives, dignity, and hope, both for refugees and vulnerable people residing in Portugal.
