A campaign that reinforces the response capacity of cave rescue in Portugal, guaranteeing resources, training, and readiness to act in extreme environments, where every intervention can make the difference between life and death.

The Portuguese Speleological Federation – APD (FPE) plays a fundamental role in the development and safety of speleological activity in Portugal, bringing together the majority of practitioners and promoting good practices, knowledge and protection of the underground environment. Within its scope of action, the Speleological Rescue Commission stands out, a specialized structure dedicated to responding to incidents in cave environments, characterized by high technical complexity, difficult access and extreme conditions.

Over the past few years, continuous work has been carried out in technical training, operational organization, and coordination with national and international entities, allowing for the consolidation of an effective and highly specialized response. This effort was reinforced by participation in larger-scale operations, notably in the context of Operation "Kristin," which demonstrated the capacity for integration into demanding scenarios and cooperation with external teams.

The official recognition of FPE as a Civil Protection Volunteer Organization (OVPC) by the National Emergency and Civil Protection Authority represents a decisive milestone. This institutional framework validates the work carried out, reinforces the credibility of the structure, and allows for more effective integration into the national protection and rescue system.

This campaign aims to strengthen this capacity through investment in training, specialized technical equipment, and improved operational readiness, including the replacement of equipment damaged and/or rendered obsolete during demanding operations, particularly in response to Storm Kristin. By supporting this initiative, you are directly contributing to a qualified response in emergency situations—contexts where time, preparation, and available resources are crucial.

About the author

The Portuguese Speleological Federation – APD (FPE) is the national reference entity for the promotion, development and regulation of speleological practice in Portugal, bringing together most of the associations and active practitioners in the country. Beyond the sporting and scientific aspects, the FPE plays a key role in underground safety, promoting technical training, best practices and the protection of speleological heritage. It also has recognition from the Central Administration as a Public Utility entity and, more recently, as a Civil Protection Volunteer Organization.

In this context, the Speleological Rescue Commission stands out, a specialized structure created to respond to emergency situations in caves and natural cavities. Operating in highly complex environments — characterized by difficult access, confined spaces, and adverse conditions — this commission integrates highly trained teams capable of intervening in scenarios where conventional rescue resources are insufficient or even non-existent.

The Speleological Rescue Commission carries out ongoing work in the areas of training, operational drills, standardization of procedures, and coordination with civil protection entities, contributing to the building of a structured and effective response capacity in Portugal. This effort reflects the FPE's commitment to ensuring not only the development of speleology but also the safety of all those who explore the underground environment, also collaborating, whenever requested, in other emergency situations that benefit from its technical and operational capacity.

Budget and due dates

This application is based on a structured investment plan aimed at strengthening the operational capacity of the Speleological Rescue Commission of the Portuguese Speleological Federation – APD. The total budget foreseen amounts to €50,584.14, covering the acquisition of specialized technical equipment, logistical resources and essential support for intervention in underground or other technical environments, with particular emphasis on the replacement of equipment damaged or destroyed during operations responding to Storm Kristin.

This investment includes essential equipment for cave rescue operations, such as ropes, progression and lifting systems, high-performance pulleys, a confined space rescue stretcher, an operations tripod, anchoring and communication equipment, not only to reinforce existing capacity but also for the urgent replacement of equipment compromised by intensive use in adverse operational contexts. It also integrates fundamental logistical support components, namely a dedicated trailer, inflatable tent, autonomous communication system, and means of transporting and storing materials, ensuring autonomy and effectiveness in complex scenarios.

The project timeline foresees a phased implementation throughout 2026, beginning with the priority acquisition of essential equipment for immediate response. In a later phase, logistical and support capacity will be consolidated, ensuring full operational capability in different intervention scenarios.

This planning allows not only for efficient management of financial resources, but also ensures that the acquired resources are quickly integrated into the operational system, directly contributing to strengthening the readiness and effectiveness of cave rescue missions in Portugal, among other emergency situations requiring technical and operational capacity.
