The CIM Região de Coimbra wants to create a Logistics Support Base in Penela to strengthen civil protection and emergency relief, improving the regional response to fires, storms, floods and other disasters.
The Coimbra Metropolitan Region occupies a strategic position in Central Portugal. It is a vast, diverse, and demanding territory, where urban areas, extensive forest zones, river valleys, mountains, and an Atlantic coast coexist, exposing its 19 municipalities to very different risks—rural fires, floods, storms, landslides, and other increasingly intense and frequent occurrences. This territorial diversity, combined with the region's geographical centrality and its role as a link between different sub-regions, makes emergency response capacity of paramount importance here.
When a crisis strikes, time is of the essence. And when time is of the essence, logistics largely determines what can be done on the ground. This project was born from that reality: to create, in Penela, the Logistics Support Base for the Coimbra Metropolitan Region, an intermunicipal-scale infrastructure designed to support civil protection operations, accommodate and sustain human and material resources, strengthen coordination between municipalities, and increase preparedness in the face of extreme situations.
This is not “just another piece of infrastructure.” It is a structural response for a territory that, due to its location, size, and complexity, needs to be better prepared to protect populations, assets, and resources. The Coimbra Metropolitan Region frequently assumes an institutional coordination role in the mobilization and coordination of resources, but it continues to need a robust, permanent, and well-prepared logistical structure to serve the entire region in an integrated manner.
The future base will improve the pre-positioning of equipment, support prolonged operations, create better conditions for the reception of forces on the ground, and strengthen the region's preparedness, prevention, and rescue capacity. Budget and due dates
The implementation of the Coimbra Metropolitan Region Logistics Support Base in Penela will be developed in different stages, from the technical preparation of the investment to the commissioning of the infrastructure. The objective is to guarantee a phased, rigorous, and transparent execution, ensuring that each installment of the funding contributes directly to the creation of an operational structure serving the entire region.
1. Technical update, project review and investment preparation

Estimated schedule: 3 months
This phase includes the technical review and updating of existing projects and specialties, the preparation of contracting procedures, the technical compatibility of execution elements, and other preparatory work necessary for launching the operation.
2. Construction contract and material execution of the infrastructure.
Estimated value: €2,761,017.42
Estimated schedule: 12 months
This corresponds to the main component of the investment, according to the reference budget estimate, including the construction and execution of various specialties, namely architecture, structural engineering, building networks, electrical installations, communications, mechanical installations, gas, fire safety in buildings, centralized technical management, roadworks, and rainwater drainage. This stage will provide the Logistics Support Base with the physical and technical conditions essential for its operation.
3. Supervision, technical coordination and monitoring of execution.
Estimated value: €80,000
Estimated schedule: throughout the entire project execution.
This includes services such as project supervision, technical coordination, investment management support, and monitoring of execution, ensuring quality control, work compliance, and adherence to deadlines.
4. Operational testing, final installation and commissioning
Estimated value: €20,000
Estimated schedule: 1 month
In the final phase, functional tests will be ensured, the operational conditions of the infrastructure will be verified, the final installation of complementary equipment will take place, and the base will be prepared for commissioning.
5. Reserve for price updates, technical adjustments, and unforeseen circumstances.

This component is intended to accommodate any price updates, technical adjustments resulting from project revisions, and unforeseen needs associated with the full implementation of the investment, safeguarding its sound financial and material execution.
