12,867 people were arrested in 2018 and 154 young people hospitalized in existing educational centers. For what and for whom were prison and reintegration services built? Is there an institutionalization cycle? What goes on over there walls?

At the end of 2018, 12,867 people were imprisoned in 49 prisons and 154 young people hospitalized in eight educational centers in Portugal. For what and for whom were prison and reintegration services built? Is there an institutionalization cycle? What goes on over there walls? And will they ever leave the prisons of having them?

Twelve years after its construction began, the first inmates were admitted to the oldest Portuguese prison in Lisbon, in 1885 . Almost a century and a half later, the majority of the prison population lives to the north, in the overcrowded prison of Custóias, in Matosinhos. Of the 12,867 people arrested in the 49 Portuguese prisons, at the end of 2018, 1070 lived in this prison designed to house 686 inmates. A place, like the others, designed for isolation and punishment .

In July, the Ordem dos Enfermeiros saw in the mental illness clinic of the Santa Cruz do Bispo Prison, in Matosinhos, “a scenario of chaos, overcrowding, lack of professionals and inhumane conditions of hygiene and accommodation”. In December, the European Court of Human Rights sentenced the Portuguese State to pay a fine for “degrading treatment” to which an inmate was subjected, while he spent in shared cells with a personal space of less than three square meters. On December 6, 2019, the United Nations Committee Against Torture expressed its concern about allegations of the use of excessive force and other abuses against people from ethnic minorities, conditions of detention and overcrowding in prisons.

After all, who should be arrested? What are prisons for? There are crimes that still are, but should they not be? If we look seriously at who is locked in a cell, what coincidences will there be between these people? Where do they come from? What possessions did they have? How much power or access to it?

From what model were prison and reintegration services designed, for which 154 young people are still hospitalized , in eight educational centers? What's going on in there? Is there a vicious circle of institutionalization? Where does it start and where does it end? Are there, in prisons, who legitimize discrimination and punishment that the law does not enshrine?

A closer look at the prison system may be a good mirror on our model of society.

    Está a fazer três anos que viemos para a redação a pensar que, talvez, afinal, não éramos loucos. Tínhamos financiado a nossa campanha de crowdfunding e garantido que a redação recebia 21 768 euros para investigar três temas: Mulheres esquecidas, sobre mulheres que foram esquecidas e marginalizadas pela história; Bairros PERdidos, sobre o Programa Especial de Realojamento (PER) e os bairros de barracas; e Presos e Prisões, sobre o funcionamento dos estabelecimentos prisionais em Portugal.

    Gostávamos de ter dar uma breve atualização e dizer-te o que estamos a fazer para cada uma destas investigações, que, como em todas as séries do Fumaça, levam e levarão alguns anos da conceção à publicação.

    Há 12 mil pessoas presas em Portugal. Todos os anos, cinco mil saem, e cinco mil entram. Nesta investigação, procuramos o objetivo dessa reclusão, expomos as violências que encerra, e questionamos a sua eficácia.

    465 pessoas doaram 9 543 euros.

    Da campanha de crowdfunding, esta foi a investigação que começámos primeiro. Começámos este trabalho há cerca de dois anos e já temos mais de 110 horas de gravação. Neste momento, é nisto que estamos a trabalhar:
    - A transcrever as entrevistas que já fizemos a pessoas reclusas, suas amigas e familiares, para perceber que perguntas levamos para dentro dos estabelecimentos prisionais;
    - A entrevistar técnicos superiores de reeducação, guardas prisionais e profissionais de saúde que trabalham para a Direção Geral de Reinserção e Serviços Prisionais, no interior e exterior das prisões;
    - A ler sobre a história do sistema prisional português, e a preparar entrevistas que a explorem;
    - A consultar os processos judiciais que acompanham casos específicos de possíveis abusos que temos seguido nos últimos anos.
    - Temos publicado várias das entrevistas que gravámos para preparar esta série, ainda sem previsão de lançamento.

    Ao longo de centenas de anos, mulheres ficaram à margem dos relatos históricos. As suas vidas, mais ou menos públicas, ficaram por contar. O género está intrinsecamente ligado do ato de ser esquecida ou marginalizada pela História. Quando termina este vazio? A que mulheres não se permitiu o devido (re)conhecimento público? Quem são e o que fizeram?

    300 pessoas doaram 6 034 euros.

    Arrancamos com esta investigação no ano passado, mas foi apenas nos últimos meses que lhe dedicámos mais tempo. Em vez do formato habitual de série, decidimos contar várias histórias que vamos publicando ao longo do tempo. Neste momento, é nisto que andamos a trabalhar:
    - Estamos a trabalhar em parceria com a Cassandra, uma estrutura de criação artística, para uma reportagem sobre trabalho doméstico (já gravámos duas das três entrevistas que planeamos);
    - Estamos a ler “O tempo das criadas”, de Inês Brasão, e “Revolting Prostitutes – The Fight for Sex Workers’ Rights”, de Juno Mac e Molly Smith;
    - Estamos a acompanhar o coletivo Manas, em Lisboa, e a trabalhar numa reportagem sobre a comunidade que mantêm;
    - Começamos as transcrições das horas que já gravámos.
    - Previsão de lançamento da primeira peça: 2024

    O trabalho sobre o PER e bairros sociais ainda não começou. Temos uma equipa pequena e recursos reduzidos, de momento focados na série sobre policiamento que desde 2018 preparamos com a revista digital Divergente (https://fumaca.pt/as-policias-em-portugal/). Enquanto não a lançarmos, idealmente no próximo ano, não nos conseguiremos debruçar sobre os Bairros PERdidos, para que 237 pessoas doaram 6 191 euros. Até lá, podemos prometer-te que não nos esquecemos.
