Class Action - 66 Pela Quinta - Save the Quinta dos Ingleses

Our class action, 66 Pela Quinta, filed an injunction on October 15th and is now preparing the main legal case against the destruction of the Quinta dos Ingleses. We need you!

Class Action: 66 Pela Quinta 

A class action lawsuit signed by 66 citizens is currently underway — 66 is equal to the number of years of popular resistance against the urbanization of Quinta dos Ingleses .
A team of lawyers is challenging the legal basis for the Quinta's urbanization process. Serious flaws have been identified in the administrative process which we believe can put a stop to all building work. 

We need your help!

Objectives:

✅ Keep the works suspended and prevent the urbanization of Quinta dos Ingleses.
✅ Uphold democracy.
✅ Protect the forest by creating an Urban Natural Park next to Carcavelos Beach.

The first step is an injunction, filed in court to freeze any further destruction while the main case proceeds. This was officially submitted on 15 October 2025, and in the week beginning 27th October the building works were suspended, while the courts decide whether or not to uphold the injunction.

We underline the fact that 66 pela Quinta is not against plans to build and expand St. Julian's school campus, in order to accommodate its present needs. We believe that it is in the interest of the school to be surrounded by parkland instead of high rise buildings.

It is urgent to stop the urbanization plans for Quinta dos Ingleses!

Urbanizing this Quinta goes against the will of the population, several public petitions signed by over 15,000 citizens, and flies in the face of Resolution No. 208/2021 of the Portuguese parliament.

We trust in this initiative, led by a multidisciplinary team of lawyers (specialists in public law, local authorities, administrative litigation, environment and urban planning), which will explore a flaw detected in the administrative process and pave the way for a new Urban Natural Park next to Carcavelos Beach .

We are the first of 66 citizens.

We have a proven track record in defending Quinta dos Ingleses, and our names are known to all who have participated in or come into contact with this cause and its various forms of action.

Without the courts having actually issued a final decisions in the main legal action brought by the NGO SOS Quinta dos Ingleses, we are shocked by the refusal of the precautionary measure, the commencement of works at the Quinta, and the speed and extent of the ongoing destruction of the landscape, natural heritage, and collective memory.

Portuguese citizens are joined by people of other nationalities, we are all residents of Cascais and Carcavelos.

Budget and due dates

In July 2025, the founders of this initiative raised €6,000 to pay for the preparation of the precautionary measure. In August 2025, we managed to raise another €6,000.

In order to begin the main action, we need another €8,000.

These costs include the filing of a precautionary measure (already done), the preparation and filing of the main action, as well as proceedings to be carried out in court.

Costs may increase if more hours are needed to complete the process. In that case, we will continue the campaign to fund the additional costs.

If the funds raised exceed the amounts needed to pay the lawyers, we will donate the surplus to an organization active in the environmental field.
