Transparência Internacional Portugal (TI Portugal), a civic association dedicated to combating corruption, proposes to launch an Observatory for Monitoring Electoral Promises to Combat Corruption (Observa PEC).

The Observatory's main objective is to monitor and analyze the initiatives of Political Parties and the Government in the fight against corruption, in light of the electoral promises contained in the programs of political parties with parliamentary seats.

TI Portugal presented its "Caderno de Encargos para as Legislativas 2024" for the elections in 2024, as well as in 2022, with a set of measures that it considers fundamental for a more honest, more transparent and corruption-free country, which will also be referenced in the Observatory.

With your support we will:

  • Analyze proposals to combat corruption from Political Parties and the Government;
  • Prepare analysis for discussions with the government and for comparison with the measures of the Anti-Corruption Agenda announced by the government;
  • Create an action plan adjusted to an interpellative dynamic of monitoring and following up the discussions that will be held between the government, parties and civil society;
  • Question political parties regarding the initiatives and concrete steps they intend to take to fulfill their respective electoral promises;
  • Create an online portal for recording and monitoring anti-corruption measures;

Join us and help us play an active and participatory surveillance role, hoping that all electoral commitments are fulfilled and that the concerns and proposals of civil society are met. We count on your participation and support to create this Observatory!

Budget and due dates

TI Portugal started this project with its own resources, through the launch of the Caderno de Encargos: Defending Democracy – More Transparency and Less corruption” , for the last legislative elections. However, the creation of an Observatory for Monitoring Electoral Promises to Combat Corruption requires more financial resources and the support of civil society!

Through this Crowdfunding campaign, we hope to be able to raise a minimum amount of 6,000 euros, which will be used for the construction of the Observatory and for:

  • Hiring a project assistant, to help with the implementation and monitoring of the initial phase of the Observatory - 3000 euros (until January 2025)

  • Creation of an online portal for recording and monitoring anti-corruption measures - 1000 euros (January to April 2025)

  • Maintenance of the online portal - 1000 euros (from 2025 and until the end of the current legislature)

  • Other costs related to the logistics of creating the Observatory (creation of an action plan, monitoring and monitoring of Government and Party initiatives, communication expenses) - 1000 euros (from 2025 and until the end of the current legislature)
